Situation

A classroom door can be closed. The right to learn cannot.

In Azerbaijan, girls and women who wear the headscarf are being kept out of schools. This page explains what is happening, briefly and plainly.

Timeline

What is happening?

Two official decisions, and what they mean in the classroom.

  1. Amendment to the law

The principles of “national character and secularism” were added to the General Education Law.

A dress requirement became mandatory for students and education staff in state schools.

  2. Cabinet of Ministers decision no. 309

Clothing items deemed incompatible with the school uniform and the principle of secularism were banned.

In practice, the decision is being applied against students and teachers who wear the headscarf.

  3. Result

The girls left at the door wear the headscarf.

    • Girls who wear the headscarf are not admitted to school.
    • Teachers who wear the headscarf cannot continue working.
    • Girls are falling behind in lessons and exams.

A matter of faith

For these girls the headscarf is not a symbol; it is a clear command of the book they believe in. They are being forced to choose between school and their faith.

Surah An-Nur, verse 31

Meaning

And tell the believing women to lower their gaze and guard their chastity, and not to reveal their adornments except what normally appears. Let them draw their veils over their chests, and not reveal their [hidden] adornments except to their husbands, their fathers, their fathers-in-law, their sons, their stepsons, their brothers, their brothers’ sons or sisters’ sons, their fellow women, those [bondwomen] in their possession, male attendants with no desire, or children who are still unaware of women’s nakedness. Let them not stomp their feet, drawing attention to their hidden adornments. Turn to Allah in repentance all together, O believers, so that you may be successful.

No girl should be forced to choose between her faith and her education.

Our voice

When a door closes, voices rise.

The objection to girls being left outside school, and the hands reaching out to them, are already visible. On this wall we gather the traces of that solidarity.

Solidarity

A teacher in Azerbaijan is offering free Biology and History lessons to every pupil who falls behind because of the headscarf. Solidarity has already begun.
